Environmental and Social Consultancy Services under Bangladesh Economic Zone Authority (BEZA), PMC-16-BSMSN
Bangladesh Economic Zone Authority (BEZA), under Prime Minister’s Office has signed the contract on 16 August, 2023 with BCL Associates Limited for the “Environmental and Social Consultancy Services" of Sheikh Mujib Shilpa Nagar (BSMSN) Development Project (Bangladesh-PRIDE:Pl 70688 funded by The World Bank) at a contract price of 4.9 lacs USD and approximately 10.03 crores BDT including Advance Income Tax and Value Added Tax.
The BSMSN is the first multi sector economic zone comprising an area of around 33,805 acres located in Mirsharai and Sitakundo Upazilas of Chattogram district and Sonagazi Upazilla of Feni district. The Consultancy service has started from 24 August 2023 for a total of 36 months, scope of work entails the following areas-
• Updating of the existing Environmental and Social Assessments (ESA) and Environmental and Social Management plan (ESMP) of the basic infrastructure works and preparation of a detailed ESIA & ESMP for the development of IMD zone including precinct B and part of precinct F; Gas network and Super Dyke (Coastal embankment) in BSMSN while obtaining Environment Clearance Certifications from the Department of Environment
• Preparation of the Occupational Health and Safety (OHS) Management Plan for all sub-project components
• Preparation of the SIA and RAP for the construction of the outside perimeter
• Provide capacity building support to BEZA on Environmental & Social impacts, and risk issues by conducting a full-fledged training Program for the BEZA staff and workers, contractors and, investors based on WB’s ESF and EESs and GoB’s safeguarding policies and acts
• Documentation of Environment and Social specification to be included in the contractors'/ suppliers' bidding documents for the applicable contract packages
